You are absolutely correct. In 2.8 on the edit post page jQuery is loaded like this:

I'm not using a CDN on it apart from Google, when that option is enabled the 'HTML' tab doesn't work and post content doesn't save. Disabling Google CDN and leaving the CDN Tools plugin enabled doesn't seem to cause a problem. Haven't tried it with Mosso yet (got that setup on another site), but I'd imagine its a JS library compatibility issue with what Google have on their CDN.
